This member of the Euphorbiaceae family was given this name by Nicholas Edward Brown in 1915. It is found in the grasslands of KwaZulu-Natal in eastern South Africa, growing in a well drained soil with some water and lots of sun. The caudex can grow to 3,5 centimetres in diameter, the entire plant to five centimetres in height. The flowers are yellow.

The genera is named after Euphorbos, the Greek physician of King Juba II of Numidia. The species is named after Ms. Millicent Franks, 1886-1961, a botanical artist.
